The California Natural Resources Agency, the Ocean Protection Council, and the Ocean Science Trust invite you to participate in a public workshop to provide input on the policy update of the State’s Sea-level Rise Guidance. The workshops will review scientific information in the recently released report: Rising Seas in California: An update on sea-level rise science, and will seek input on the draft outline and core components for the updated policy guidance. The workshops will build on the input collected to date by Dr. Susanne Moser and Climate Access via interviews and online listening sessions, and give participants an opportunity to further enhance the utility and usability of the forthcoming guidance.

Background Information
STATE SEA-LEVEL RISE GUIDANCE DOCUMENT
The State of California Sea-Level Rise Guidance Document, initially released in 2010 and updated in 2013, provides guidance to state agencies for incorporating sea-level rise projections into planning, permitting, investment and other decisions. The statewide guidance is being updated to reflect recent advances in ice loss science and projections of sea-level rise and will incorporate public feedback to ensure that is it understandable and useful for planning, permitting and investment decisions. A draft of the updated policy guidance will be circulated for formal public comment in the fall of 2017, with final adoption by the California Ocean Protection Council scheduled for January 2018.
The updated guidance will focus on the needs of state agencies and local governments. It will help cities and counties as they comply with a new law that requires them to incorporate climate change into their planning efforts. The updated guidance document will also assist state agencies prepare for, and adapt to climate change, as directed by Governor Brown’s recent Executive Order.
SAFEGUARDING CALIFORNIA PLAN: 2017 UPDATE
The California Natural Resources Agency has led the State’s climate change adaptation strategy since 2008. The Agency’s 2009 California Adaptation Strategy was the first comprehensive document that clearly explained the state’s vulnerabilities to climate change as well as hundreds of actions that state government should take to reduce those risks. It was followed by the 2014 Safeguarding California Plan and 2016 “Implementation Action Plans” that further detailed ongoing actions and next steps needed to carry out the 2014 Safeguarding California Plan.
This 2017 update to the Safeguarding California Plan is a transparent and accountable tool for evaluating State progress towards addressing climate vulnerabilities. It provides recommendations to make California more resilient to climate change, presented under two broad policy umbrellas:
- Social Systems and the Built Environment, with chapters on Emergency Management, Energy, Land Use and Community Development, Public Health, and Transportation; and
- Natural and Managed Resource Systems, with chapters on Agriculture, Biodiversity and Habitat, Forests, Oceans and Coast, and Water.
