Why CA Legislature will look different in 2025

California’s state Capitol is set for significant turnover, with twelve senators and twenty-four Assemblymembers exiting due to term limits, pursuit of other offices, or various reasons. This wave of departures, similar to the “Great Resignation” of 2022, includes prominent figures like Sen. Toni Atkins, Assemblymember Anthony Rendon, and Sen. Nancy Skinner. The Democratic supermajority, with 62 Assembly seats and 31 Senate seats, remains at stake; retaining it would allow Democrats to pass legislation without GOP support. However, potential shifts in policy direction depend on whether new members lean progressive or business-friendly. Early voting has seen nearly 4.5 million ballots returned, though turnout remains below the record-breaking 2020 levels.
