Qualifications:
A Bachelor’s degree in one of the natural sciences, environmental planning or other allied fields such as fisheries, oceanography, limnology, natural resource science, or environmental science AND Six years of professional level experience in environmental controls, fisheries management or fisheries research, applied oceanography or research, or fish aquaculture or research, which includes two equal to an Environmental Specialist 3. A Master’s degree in the required education subjects will substitute for one year of the required experience. A Ph.D. in the required education subjects will substitute for two years of the required experience. The 2 years of experience as an Environmental Specialist 3 can include a combination of the following: 1) investigating and / or resolving complaints involving science or technology content, 2) performing inspections, 3) drafting technical evaluations and reports, 4) develops plans for researching information used for technical projects, regulatory or policy development, 5) plan and facilitate public meetings and hearings, 6) project work requiring specialized knowledge of industry processes, pollutant sources or natural processes, 7) providing technical assistance for complex scientific content and/ or support for implementing scientific content programs, 8) conducting tests, analyzing and evaluating data, 9) using environmental databases to support technical projects, 10) developing scientific studies and resource management plans, 11) providing environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects. Preferred/Desired Qualifications: Experience writing waste water discharge permits or water quality certifications. Investigator experience. Experience with enforcing Washington state laws or Federal Clean Water Act Requirements. Experience with fish hatcheries, fish rearing facilities, or both.

ome of the key work activities of the Aquaculture Specialist are: As the Water Quality Program expert in the field of aquaculture, this position develops, performs, directs, implements, and evaluates activities related to aquaculture practices, including fin fish raising, fish hatcheries, shell fish farms, fish processing, and related aquaculture issues, which are of critical agency and statewide interest, sensitivity and complexity. This position issues the marine salmon net pen permits, shellfish farm permits, and the statewide General Upland Finfish Hatching and Rearing permits. Based on research and interpretation of monitoring, the position must apply the results of past performance to develop permit conditions for these permits on a 5 year cycle. This position must coordinate with the TCP Sediment Group, SEA program and local government on siting, monitoring, and regulation of fish net pens. Stays current with research and science of aquaculture. The position works the WA Dept. of Fish and Wildlife, other States, Tribes, British Columbia, and other stakeholders on hatcheries, fish net pen issues. Issues addressed include EPA’s aquaculture regulations, Atlantic salmon watch program, transgenic fish, disease transmission to wild fish, etc. Represents Ecology at aquaculture meetings, consults with the other programs and the Attorney General’s on technical issues related to aquaculture, and evaluates federal aquaculture facility compliance with State water quality standards. Provides mentoring and technical assistance to Ecology staff on aquaculture across the State. Serves as the lead on the State Aquaculture workgroup (Fishhead’s Group) and other committees formed to address aquaculture issues Is the Senior permit manager responsible for writing and managing state waste and NPDES discharge permits for process, non-process and stormwater wastewater discharged from food and fish processing facilities. Reviews and evaluates permit compliance to verify compliance with current federal and state regulations and pollution control laws, negotiates and writes permits. Assists businesses with process changes, waste stream recycle or separation to reduce eliminate waste discharges to state waters. Trains and mentors more junior staff on all aspects of the permitting process.
